New Austin Points of Interest?

I know I can't go to NA as Arthur, but then how do I get his drawings from the Points of Interest that are over there?

fun fact is, the initial plan for RDR2 is you can get to New Austin as Arthur at some point, its hinted by the story itself. Arthur didnt take part in Blackwater robbery, he isnt wanted.
