Is it possible to sneak into Lower West Elizabeth/New Austin?
It seems like even if I stay off the roads and go completely off the grid, within 5 minutes or so, I'll have increasingly larger amounts of marshals attacking me infinitely. I just want a Bull Moose, thing feels impossible to spawn.

In Singleplayer? Hmmm...haven't tried, but you may want to pay the $300 bounty you have there. Once done, you should be good to go. The only area that's still off-limits then would be Blackwater I believe.

The bounty doesn't seem to change anything. Entering anywhere in the red gives "wanted: dead or alive", with lawmen shortly spawning infinitely.

Hmmm...sounds like your only option would be to progress far enough into the story until things get settled in that area then. I haven't gotten to that point either, so I might be wrong. It's just a guess.

Bull Moose should spawn in other states as well.

I've seen one swimming in the lake in Calumet Ravine, and nearby in the woods towards Cotorra Springs.
Also on the south peninsula of O'Creagh's Run.

All of that was in RDO, but I believe the same animal spawn locations apply.

You can't get through them or around them, they will 1-shot you. Best just to wait til later.

Pretty sure I saw Moose near the Hot springs (Legendary Wolf) unless I am mistaking it for an elk. I also thought I saw one up in the snow area (where the game starts) when I went back in chapter 2 or 3. It had Bullwinkle things so I am pretty sure it was a moose both times.

Probably was. Theres something going on with the spawns though. Seems I'm not the only one, there seems to be videos and posts complaining about how non-existent moose are in the game. It seriously feels like the spawn rate for moose are in the single digits.

Seemed to me like animals spawned more reliably after chapter 4.

Some things have to wait though. And no I dont think you can glitch to new austin without johnny law on your ass anymore.

Just keep visiting bull moose locations, it will pop up eventually. You have my word.
