No, No and Thrice, No
I'm having trouble finishing this mission as it DOESN'T give me a rope and I'm unable to lasso the leader. Anyone else having this problem or am I the only one? I can't find anything online about this...

Lasso is in your weapons selection wheel

If you put your mouse over dynamite, does it allow you to circle through "throwable weapons" slot ?

It's in the throwables slot where the dynamite is.
Move your mouse over it and you should see 'Q' and 'E' buttons to cycle throw all items in that slot.
You can press the respective buttons, you can click the button icons or you can use the mouse wheel while over it.

Can you try loading previous save games to see up to what point you still have a lasso?

If it's a bug or a corrupted save file, you might have to go back and start over...

We confirmed that they indeed know about switching weapons in a slot, so that's good enough for us.

A mission where you have to lasso "the leader"? I'm on my third playthrough, but I can't think of what mission that would be. Perhaps people could be more helpful if you gave us more information?

Well, prior to the mission I got on my horse and it showed the lasso. I went into the mission and it finally showed. Thanks for the help guys!

I take it this is the name of the mission in question? That would be helpful to know. I feel like I should apologize for not having memorized the names of every mission in the game or something?

So it's Tilly's old pals...yeah, the lasso is kind of required for that one, and there's no reason I can think of for not having it. That would kind of narrow the possibilities down to user error or glitch? Being that late in the game, it doesn't seem reasonable to think it's user error...surely the OP has used the weapon wheel many times by this point.

So saving and reloading, verifying the integrity of game files, etc. would appear to be the standard options available?
