Is RDR2 installed to windows directory Steam? Or USB?
Is Cloud enabled?
Try enabling cloud so Steam will show if an update sync to cloud is needed.
You'll see it next to Play
Once Steam is updated then disable cloud remote saves again. Steam cloud sync will disappear.
And test the Play form library.

use saves on HDD if there is a conflict . I had to do this with other games.

It is installed on my steam windows directer on my D drive
cloud is not enabled, when i went into the settings and steam general tab the cloud save option was not there. Could be because the game hasnt't technically launched.
Check your library manager. Steam top left>settings>downloads>library folders on the right, does the steam storage manage show the D drive? And is default? has a star?

The fact it doesnt see RDR2 in your library here in lies the problem.
I installed Steam to my windows drive C> programfiles x86
Then installed RDR2 to my windows drive Steam in programfiles x86 once done I launched it to test it,
Then I right clicked RDR2 in library Steam client properties>moved installation files to my steam folder library on E drive it moved all the game files to common and included the asf in the Steam apps. It creates these folders.
Then I reinstalled Rockstar launcher to my E drive Steam folder as well.
Works fine.

Possibly the Steam client installed on D drive is the problem?
Run Steam client launcher on desktop shortcut as administrator, right click it run as.?
Open the Rockstar Games launcher then select Settings.
Navigate to My Installed Games then select Red Dead Redemption 2.
Select the Open Under View Installation Folder then right-click on RDR2.
Click Properties.
Next, click to open the Compatibility tab and check the boxes to Run this program as an administrator and Disable fullscreen optimization.
After checking both boxes, click Apply then OK.
Once you’re done making these changes, open the Rockstar Games launcher again and retry loading RDR 2.

So I have Action! and I've run the game countless hours with it installed. I hope we are not the point where the expectation is that I have to uninstall software like this. This obviously isn't directed at you, but just seems so silly.
This actually worked for me! My guess is NVIDIA driver issue?!?!
Did you just downgrade to a previous driver?
