Mask wearing Arthur still recognize by Law men

I follow the guide that you need to wear mask, different outfit and different facial hair while commit crime and change after that so to not be recognize by Law men, or at least reduce the people who know you, but, they always recognized me as Arthur the moment I return fire, to the point that every time I fight the Law Men, my bounty sky rocketed to hundreds of dollars on a single mission.

Masks only hide your identity from civilians. Law men will always recognize you, no matter what you're wearing.

how it works:
-wear mask, commit crimes. escape before the law arrives. it will say 'witness' - murder
-but no one knows its you, so nothing happens, no bounty.

if a law man sees you do anything - instant bounty, instant arrest, etc.

if your bounty gets high enough the us marshals will come find you.

the main issue with this system is robbing trains or stores. if you rob a train, in most cases, somehow the law gets alerted, which is kind of bogus. a rockstar derp i think.

if you rob a store, there's always a witness for no reason whatsoever.

note: you dont need to change clothes, change face, change dirtyness, change guns or horse. just make sure no lawmen see you. despite this being in the manual, its fake. thanks rockstar. (maybe it was cut content.)

I've seen people talk about this on YT but seriously, the whole purpose of being incognito is because the bounty for opposing Law men can be pretty high and it's pretty common situations, there are a lot of mission you require us to do so, something need to be optimize.
