Do you think I'll be able to run this game at high fps (80+) on high settings with these specs?

If you ajust your settings to medium, you could reach 90 fps with this configuration. RDR2 is not too hard to optimize if you take into account things like water, disable MSAA and test different texture options. Geforce experience gave me a good recommendation at 3gb and a i7-4470k processor. If you want to be abseloutly sure, I'd say you could lock your frame rate at 85 fps and achieve a consistent performance.
