Such a bummer, but I already knew I was not going to succeed when no one has done it yet and I don't even know how it works lol. I hope my explanation of how the scripting works is so bad that someone who knows what's what can correct me here and provide a better answer!
I stopped caring about that once I learned early on I can have more then 1 horse at a time. Once you put them in the stables, you'd be limited to taking one out, then have to bond with another horse again to have your 2nd horse follow you around, etc. Comes in handy since Story Mode doesn't have Hunting Wagon.
For instance:
One for travelling long distances.
One for chasing and lassoing calves.
One for rounding up cattle.
One for "slow sustained" herding and transporting big numbers of cattle.
One for high speed.
and replacement-horses for exhausted or wounded ones.
So four stable-places is a very realistic depiction in the game, although I also would have liked more room for extra horses.
When I started this on PC here's how I went about it all. Ultimate Edition gives you a free horse (Thoroughbred) and while it's good to have early on, it quickly becomes rather mute by Chapter 3 or so. Anyways so I used that horse for most of Chapter 2. Getting him to a level 4 bond helps with the Compendium. I then get White Arabian from the northern snow area near the frozen lake. I keep a stable slot for that one. But with the White Arabian I have a specific strategy. I level it up and use it for its speed. My goal with it is to sell to Horse Fence which doesn't unlock until much later in the game. Once I sell the White Arabian I go grab another to do it all over again. I eventually sell the Thoroughbred back but it doesn't gain any money back since it was free to get. Anyways this leaves me with 1 used stable slot for the White Arabian. 2 of the other slots I will use for basically any Horse I might want to keep for a while or take my time to get a level 4 bond with. I try my best to leave the 4th Stable slot open just in case.
When I'm spending time out and about giving cool down between missions I do my open world exploring, hunting, etc. When I'm doing that I go find another horse breed I have not had yet (wild horse find) and go grab one of those and level 1 bond with it so it will follow me around as a temporary horse. I do this with most of the horses in the game so I can level 4 bond with them but have no intention of keeping. Saving game often is a must here so you don't lose that progress.
The only time I buy horses is if you need one for Compendium and it might be hard to find in wild or grab otherwise. For example it's hard to get Dutch Warmblood unless you steal one from Law Enforcement.
You also don't need every flavor of breed in order to complete Compendium. Just need 1 Rare, 1 Uncommon, and having done level-4 bond with one within that breed.

This is I'm in a gang and on the run, only need one or two really good horses.
Maybe someone could make a mod if have not already that basically could provide like 20 slots or something at all the Stables.
I still don't understand why Rockstar made it so limited in Story compared to Online. We don't need to see all our horses standing in stalls in the stable. Just have it swap them in/out in the main area where you see the stable-master standing, etc.
You'd think they would have had a way to buy or upgrade your available space. Like how GTA has different garage sizes and such.
One idea for a stable mod is by making each stable its own thing, which allows one to store 3 horse in each stable which lets someone have 22 horses, 3 in each of the 7 stables and 1 being riden
