Ive come up to the horse and used the B command for horse cargo. Tabbed through the lists. Didnt see it.
I once saw a menu with "winter clothing" for the character. I dont recall how to open that. Maybe its an option in there.

If not head back to camp and try your wardrobe.
Yes open it with tab sorry it took a while i had to check i use a controller.

In Chapter 1 (Coulter) you don't yet have a Wardrobe and indeed you may not be able to grab a new hat, but just do the next Story Mission and you should get your hat back with a fresh Cold Outfit.
The Wardrobe and all Outfit selections work as intended starting in Chapter 2.
As shown - when you lose your hat just load the outfit again, the hat comes with a clean Outfit. If you grab the hat (shown) you create a Custom Outfit and you'd really rather not do that as it takes up a slot and you can lose an outfit from the horse.
You should, when you get to Chapter 2, keep a Cold Outfit and a Hot Outfit on the horse and leave 1 slot free. Later, when you upgrade your saddlebag to hold 5 Outfits, put 4 outfits on the horse and leave 1 slot free, but do always keep at least one Cold Outfit on the horse.
Made it to where we have the camp with the wardrobe.
Since I bought the deluxe version of the game on the recent sale Ive spent only... a few minutes... on paperdolling a nice red themed outfit. Hides the blood better.
And now a quick note on hats! as you travel the RDR2 world, look for hats that may have fallen from NPCs...if they are flashing, you can pick it up, put it on, and it will save to your wardrobe. If it is not flashing and you pick it up, you can wear it until you lose it, but it won't save to your wardrobe!
Also, be sure NOT to pick up the worn weapons the NPCs drop, on a rare occasion, you might find a clean weapon but that is very rare, and usually only found in structures (houses, etc.) and sometimes that is the only way to aquire some weapons.
