Yes - and that's why you couldn't buy any - you were full. They only sell Base Level T-Hawks.
Yes - and you have to 'make' one for it to count in the Challenge.
Yes - as you might expect by now - you'll have to throw away one of each thing you already have in order to make a new one for the challenge.... when it comes. You'll be sticking them in trees and blowing up trees and burning trees - 'cause who wants to wait around or go looking for somebody to use a lethal weapon on when there are so many trees around?...lol
but once again this is something that should have been covered in the nonexistent manual or the mediocre help area - a game with this many players should have included a manual .. .pdf or something that covered a lot more than the stupid help area.
...and just HTF (look that one up) do you think the rest of us can give such handy advice?

We'd have even shared it with you, Preacher - all you had to do was ask, but every time your mouth flies open you're either praying or telling everybody how much this game sucks 'cause it doesn't have an Owner's Manual<---like The Bible that would explain every little detail about life and how to live it.
Sometimes it's better to just figure it out. Some folks get to the same place in the end, but got there by a completely different road.
BTW:
There IS an Owner's Manual for this game. It's 7 Million YouTube Videos long - and that's why Windowed Borderless is the way most people play this game...lol
It was common sense. If you use your eyes you'd see the different types shown there.
Is this peoples first video game? Like who the F had to look in the in-game Help section for ANYTHING? Are you serious?

On the top of the hill there is a tomahawk, calumet ravine is to the north of the Wapiti

I'm not sure if that counts as a T-Hawk so you can buy more early when you get it. I know the 'Early 6 Point Cabin' Hawk does count<---it's just a standard, every day T-Hawk.
It can not be purchased but must be found in the game world; just like the Hunting Hatchet and the Viking Hatchet. All of which can pretty good melee weapons and can also be thrown. However if you do throw such weapons, do not throw it too far. It may de-spawn on you and you'll have to go back to where its found in the game-world in order to grab another one. Also if you throw any throw-able weapon, it helps to quickly use Dead-Eye to better ensure a hit-on-target. As all of the throw-able types; they might just randomly de-spawn if it hits the ground, certain objects like wagons, or even glass. If I ever use throw-able I try using the regular hatchets because of I lose maybe 1 or so, no big deal, I can get more and I can craft more Homing type if needed also.
One thing I dislike is if you use any throw-able while on Horse-back, if it is your only one, or the last one, after its thrown your character will automatically switch to whatever Repeater you have, which I really don't even like to use to be honest.
There are also different types of Throwing Knives; you can craft Poison Throwing Knives at some point which helps if you do not get a head-shot on the enemy, the poison should finish 'em off.
All of the throw-able can come in handy if you are out and about and do not have your Bow handy on your person and. You can use throw-able types as another means of silent kill. However if an enemy is close enough or perhaps looking in the general direction of where the kill takes place, that one enemy could alert all the rest almost instantly. Another thing about this game I not too fond of. I wish you could be as sneaky as in Assassin's Creed; but oh well.
