It seems though according to this link you should be able to buy it from a fence at this point. Maybe go to 6 point cabin it may be a stupid glitch because it seems the game thinks you have tomahawks so you can't buy them from a fence. The tomahawks I think are with the lasso wheel go to items then click on lasso and cycle through it may be a glitch
You probably have 3 already. You can't buy more 'cause you're full.
They're in the Wheel next to your throwing knives.
But - if not - Verify Game Files.
You should be able to buy them at the fence if you don't have any.
If you can't - something is missing or corrupted.
(or maybe that mod you installed is belly up)
Scroll through the part of the weapons wheel that has your Lasso, it should be in there if you have some Tomahawks already. Most likely you already have the full limit and is why you can't craft anymore.
I had them by end of Chapter 2 or so.

Each item in the 'Throwable Weapons Slot' (or any weapon with different 'Ammo Types') has an arrow to change 'Ammo Types' (also Z will cycle through them). Change Ammo Types on a Tomahawk and you change to Improved or Homing.
Had the same thing, went bonkers for a while then saw I had 3 already - the reason I couldn't buy any. I had to use the standards to create the super dupers. When I had a space in the Standard Slot I could buy more.
When the time comes to create a Super Duper T-Hawk you have to throw one away usually, so you can make one. Same with Poison knives, Improved Arrows and such.
To get an 'Early' T-Hawk:
BEFORE you go to 6 Point on that Kieran Mission - go to 6 Point. There's a T-Hawk sticking in a tree. Get it (there is nobody there), then you can buy some from the fence. If you don't get that one - you have to wait. There is not a T-Hawk there after the mission.
Yes hover over any weapon and if it has multiple types; use Z and X to switch Left / Right on the types. Such as Regular vs Homing Tomahawk; or Ammo Types for any Guns. It's also how you switch between the various Knives and Hachets.
Alot quicker, especially once you learn muscle memory with it; compared to moving your mouse and clicking the tiny little arrow. Very helpful when running full speed on horse-back and need to make a quick change to something.
Yep - when 'holding the bow', z cycles through arrow types.
After you shoot Cougar #14 with a Small Game Arrow it starts to sink in. At least that's what happened at my house.
Note: The Cougar will NOT be amused...lol
To add insult to injury - The SGA only gives the Cougar a Black Eye, ruins the pelt and makes it madder than all git out...
