Steam has an odd bug I run into from time to time that Steam Overlay locks up sometimes it I do not already have Friends open prior to launching game, or prior to bringing up Steam Overlay In-Game. For a game like GTAV/RDR2 I just go off-line for Steam Friends; that was it never gives me any issues.
Change the Steam Overlay shortcut; Shift+Tab is a very bad one to use.
I use Right Shift + End
I only have a workaround for restarting the Steam overlay so my game isn't frozen, but I can't use the Steam overlay at all in the damn game or else it locks up every time until I close the gameoverlay task on task manager. It'd be nice to have a solution so I can use the damn Steam overlay to talk to friends, since it wasn't always like this.
The issues with game lockups sometimes occur for me on pretty much any PC if have Steam Friends opened up before I launch a game. Because then the Steam.Overlay has its own friend window within it, when both the one from OS Desktop and Steam Overlay are open at the same time it seems to lock up the entire Stwam Overlay and it can't recover. Often times crashing the game even.
However if you enable HDR then it no longer works.
Ensure you've opted into Steam Beta
And set RDR2 to Borderless not Full Screen
Shift+TAB is a problem with this game. I use Right Shift + End keys and it works fine.
