Right click the Rockstar Games folder in Documents; uncheck Read Only and apply. Some people had this issue and for some reason, this fixed it. Which is really odd since nothing like that created by a game or game client would be set to read-only by default.
Also if you use OneDrive or other Cloud Backup Service; DO NOT have it setup to backup/restore the Documents folder, period. As games need this structure. If a game saves a file into there and you allow your cloud backup service to auto-restore a file; this could have you in a loop where new files in Documents are getting old files written back to there again because the cloud backup is restoring files that have been changed or deleted.
Launch Steam via Run As Admin so then your launched game has proper rights and write abilities as well.
I loadnup the game and check the in-game options, nothing has been auto changed on me.
Only issue I have had really is this.
When I wipe the system.xml and startup the game, of course I have to do my settings again. But even after I change the volumes. Like music to 0% I exit the game and relaunch it. Now in order for this to apply to RDO I have go go into RDO session, once in press ESC Settings Audio and then change the Music level again to apply to RDO. Then exit and relaunch the game. Now it stays whrwI put it.
As I've grown tired of the in-game music especially when playing Online. So I use a custom soundtrack in background. Such as music from 1883 show, The Last of Us game; etc
So many folks are doing something wrong or incorrect if this is happening to you, plain and simple.
I've had to go into these Steam Forums many times for many games and explain to folks HOW TO RUN Steam and everything else game related on Win10/11 because they do not seem to get it. They don't understand why you must do things a certain way. Well if you do not then you usually will have one problem or another. This could easily be one of those problems. Cause either you are allowing old files from Cloud to be restored; like from OneDrive for example, or you not running Steam & Rockstar Launcher via "Run As Admin" etc.
First thing they do wrong is install Steam to Program Files; don't do that. That is a UAC controlled area.
