nice, that fixed it.

For those in the future I had to do this fix: https://youtu.be/ONqSwb0wBMU
then I had to launch OneDrive in order to delete the folder.

I had the same issue but when i saw the 1st comment on this page about MS OneDrive needing to be turned on.....and it worked for me:

https://www.drivereasy.com/knowledge/solved-rockstar-games-launcher-not-working/#:~:text=Fix%201%3A%20Run%20the%20launcher%20with%20admin%27s%20rights&text=1)%20From%20your%20desktop%2C%20right,Then%20click%20Apply%20%3E%20OK.

That allowed the R* launcher to work. When I clicked play on steam button in R* launcher i started getting a new error from steam saying app already running - I closed everything and exited Steam. I then clicked the R* launcher first and clicked the play on Steam - it opened Steam then the game just played automatically. I'm not sure if this also helped but in R* launcher settings I allowed background downloads while in game - i cant confirm though if this helped or not - I just know i did it as part of the above changes I made. Good luck

Better solution is to uninstall OneDrive in the first place. So it stops causing ♥♥♥♥ like that altogether.

You don't really have to uninstall or disable MS OneDrive; however you should be more mindful of its config and what it is setup for in regards to backing up files/folders. Do not have it set to backup anything for AppData or Documents folders; as these are used by games and it can usually cause problems when you have a Cloud Backup trying to constantly look at those sub-folders for any file changes, which is when occurs with games like GTAV or RDR2 which use both the AppData and User Documents structures to store files for the Launcher and the Game itself with regards to account profile, config files, story mode saves, etc.
