For those in the future I had to do this fix: https://youtu.be/ONqSwb0wBMU
then I had to launch OneDrive in order to delete the folder.

That allowed the R* launcher to work. When I clicked play on steam button in R* launcher i started getting a new error from steam saying app already running - I closed everything and exited Steam. I then clicked the R* launcher first and clicked the play on Steam - it opened Steam then the game just played automatically. I'm not sure if this also helped but in R* launcher settings I allowed background downloads while in game - i cant confirm though if this helped or not - I just know i did it as part of the above changes I made.
