Yea - that's the one in the diseased school house in Pleasance.
The card was collected - then sold accidentally.
That one won't come back, but will eventually spawn randomly in cig packs - or should according to what I've read.
Load up your saved game. Just spend maybe 50$ or 500$ max. With these somewhat smaller amounts of $; if you do not get the card, reload the save and do it again. This way you're not spending like $5000 and still coming up empty.
I've had the best of luck at the general store in Valentine.

Get legendary satchel so you can buy 10 packs at a time. spend 10k, 20 k $ that you wont need anyway ;)

However it will do both Arthur and John alot of good for you to get Arthurs Satchel fully upgraded ASAP; do it before Chapter 3.

I'm on track to leave John $30K.
I already have every stitch of clothing this time - about $10K worth as I recall. I won't be with John very long and I won't have to spend any time with that idiot shopping.
It's not about the money - it's about having more of it...lol
I farm it to spend it.
That's why you won't see my RDO profile having 200 gold bars and 30K of cash. I spend it as I get it. No point holding onto very large amounts if you don't have a use for it. That's something to do IRL, not in a game like this.
I forgot to bring that up as a point; as to why I suggested the spend some $, see what you get. If you don't like what you get, reload the save and do it again. This way you don't have to sit there and actually waste in-game days and tons of cash doing this thing with getting all the cards. Try going to General Store in Valentine or Strawberry to do this. Get there at night, walk in front of the store and use the "Sleep til morning option" soon as you gain control of Arthur again, manually save the game. This way you are at a store in the very early morning as the store opens for business. Now you have all day to sit in front of the shelf and buy packs of cigs to farm cards.
And yes as you max out the premium cigs in your inventory; just jump to the Satchel when needed, select the Premium Cigs and use the Discard All option. This way you don't have to take the time to actually smoke a cig to free up a space for another pack.
BTW don't sell ANY loose cards.
If you reach a point where you have 10 of a single card, the system can't give you that card anymore. So getting them maxed out and leaving it there actually helps. Eventually you will have 10 sets of EACH of the card sets. That is a heck of a pay-day.
Making money is just another way to enjoy the game, being in the world, enjoying the surroundings and doing something. The more I make - the better. What else am I gonna do? Play a Story Mission? Why? That just advances the Story and I saw that Movie...lol
Online is nice having $20k in the cookie jar - I bought a coat earlier in several colors and there went about $2.5K. A fairly useless Buck Antler Trinket set me back a cool $900. I'm thinking about keeping $30K in the cookie jar. That online catalog is dangerous (for now - I'm about out of non-ridiculous items, but manage to find a few now and then).
