Yes that is correct. Cause when I first used this method long ago, it happened to me. Cause I copy + pasted off of a tutorial a guy shared. But I forgot to change the word password to something else. So anyone who made that file and left the word password; well then THAT word IS the actual password. So anyone using the same password "should" all end up in the same private session. That's exactly how the file is supposed to work.

So make password, something else.
Make it something that you would not mind sharing with friends of others online whom you speak privately to who you'd like to be in the same private session with.

can this method be used
As soon as it loads you into a session, bring up Resource Monitor in Windows OS; right click GTAV.exe or RDR2.exe and click Suspend. Wait about 10 secs. then right click it again and click on Resume.
instead of meta method? ex I use this method and invite my friends into my "suspended" session without password and we play?

The problem with using the suspending the EXE for a bit method is it will only be a very short time before your session is seen as "available to the public by the Rockstar system" and having random people dumped into it like any other public session. Double check your Players (L key > Players) every now and then and see.

Now lets say any of us just would rather use the public session method; the way the game is by default. Well sure that is OK, unless script-kiddies start messing around and when you change sessions they might also just following right into that one without even friending you. Now usually I don't actually see these cheaters face-to-face in-game; but I know at least one is in a session when I go to various places in the game and they are not working. For example; no one at the Butcher Vendor's Table; the Post Office guy is there but you can't interact with him; Harriet is not in her tent; when I walk into a Stable it never starts the transition of me going inside and able to interact with the sales-man. Etc. etc. THIS is a tell-tale sign that someone is in the session messing around. And if you stay in this bugged session and use the Suspend/Resume method, you'll just end up in your own session with the same bugs active. Forcing you to change sessions; which you can trigger via ESC > Story > Exit > Main Menu > Pick another Online choice. Or ESC > Online > Main Menu > Pick another Online choice. Often times I find myself picking the Story > Exit method because at this point I am frustrated and need a break from RDO as a whole before I jump back in again.

You can also Fast Travel so-to-speak; without paying anything.
If you remember the location that various Events take you to, you can Quick Join an Event either by the ones that pop-up in upper left in purple text asking you to Hold F1 to Join. Or you can use the L key menu system and go down to Quick Join and pick an Event type. When you are entered into the session with the event; you can quit the event and you will spawn into the location where that takes place.
