RTX 2080 8gb, 2560x1440, intel core i7 9700, 16 gb RAM and i see fu**ing 45 fps in each resolution.
Guys help me

You have crap running in the background or do a clean install of the latest Nvidia drivers. Make sure you run optimal configuration in GeForce Experience.

I have your exact config and i get anywhere from 65-85fps and the game looks gorgeous and plays amazing. Double check and make sure you don't have any unnecessary background processes running. make sure no AVP running in the background either.

Few days ago I tried to set the lowest possible resolution and window mode and I was still getting 45-60 fps in Saint Denis with GTX 1080. Not sure what is that about. The game is probably badly optimized.

yes is a very bad performance i have a 2080ti and ultra settings is not working its crasht in Saint Denis

if your running the game at ultra thats the best your going to get there mate, you need a 2080ti to run the game at 1080p ultra settings

actually i can kinda confirm this i have an 1080ti an i7 7700k and 16 gigs and on 1080p i have to turn some effects to med, mostly on ultra and high for the main ones, but after bout 4 hrs it will start to run hot, and i need to exit the game for about 30mins cooldown to be safe, yes considering this would have been a top pc in 2018 , its kinda ♥♥♥♥. lol

This always works for me, i don't know why, Or why it is a thing thought.
I have the same GPU but an OC i7 8700k and playing in 4k, ultra/high settings with 60 fps (with some occasional drops). Just reduce your resolution scale a bit to e.g. 4/5 (x0.800). It is not true 4k then, but I gained a nice boost of around 10 fps and the visuals are still brilliant.
Also try to switch between VULKAN and DX12 API.
