Yes: The graphics, sounds, npcs in the singleplayer story mode
No: The multiplayer mode wich is limited p2p and destroyed by cheaters, you cannot even opt out on pvp if you just want to enjoy the pve content with a friend.
In other words, no.
I thought Witcher 3 Wild Hunt plus the 3 DLC was the all time best epic game ever but RDR2 earns the same. Amazing brilliant game.
Answer is NO, it's not the greatest game of all time by a long chalk, but it night be the prettiest.
its the best game to slowly walk around town through rain and mud while smoking a cigar and getting a haircut. put it that way
Looking through my Steam List there's a distant contender at 1000, but the next one is about 40<---and that was a couple of playthroughs. Most gather about 20 and done.
RDR2 is like the Energizer Bunny... and still going...
time and loving it, played a lot of games, will put in top 5 10/10.

But nevertheless it is a great example for immersion, decent rpg elements, a well made storyline, and gameplay/sandbox galore. The only thing that could be better is the arcade action focus and instead make it more survivalish/hardcore. But nothing mods can't fix. It has an online feature, so the arcade approach does make sense to keep players entertained.
But can it rival Fallout 4 peak modded? Or Skyrim? Or Starfield? Even the top throne in regards to arcade action on PC is unrivaled by L4D2(all personal opinion of course). Ok, Starfield may be the worst Bethesda game in comparison to previous FO/ES titles. Kingdom Come did a great job, but had only minor mod support, and not enough sandbox/gameplay elements for prolongued gameplay. But from a gameplay pov FO4 peak modded is certainly Nr. 1.
RDR2 takes the top spot for the amalgation of immersive RPG(which Bethesda games of newer date lack) with lots of gameplay and a decently huge map, but it falls short to FO4 due to it's unpolished state, zero updates and DLCs(which the game totaly deserved), fewer decent mods, and virtually zero support by the developers/publishers. Which is a shame. So imo, ladder wise:
1. FO4
2. RDR2 and Skyrim
3. Starfield
4. Kingdom Come, Far Cry Primal
Of course I was taking only decently moddable RPG/Sandboxers with huge maps into account. GTA series has a top spot as well, but is old, and Neon Punk is a game I've played before and the copy paste is strong in that one. Witcher III would be worth mentioning, but I never got warm with it, because there was no 1st person support.
It is absolutely an amazing game, and its up there as one of the greats, but it has a lot of flaws.
I hate the save system. This happened to me multiple missions in a row: Mission goes sour. Either due to my fault or the game being awkward. No option to reload a checkpoint... so I let enemies kill me to force it. Then the game would count my objective as complete and remove the enemies who were attacking me.
There was even a point where I completed a section of a mission violently, because I thought I had to. When I saw an honor hit I realized there were options. I blew myself up with dynamite to force a checkpoint reload.
The game respawned the enemies... but... get this... considered me to have completed the objective. I basically 'stealthed' the mission by killing myself.
The game does not want to challenge you, and if you have the slightest issues it seems to help you out or even offer the option to just skip a section (never did).
Its also far too concerned at times with being cinematic. It does offer some awesome choices and freedom, but I ran into missions that were absolutely railroaded like it was The Order: 1886.
Lot of glitches with clothing too. Usually only crops up after extended play and quitting/restarting the game seems to fix it. Coats start acting like shirts with sections missing.
Don't get me wrong, I think the positives far outweigh the negative... just pointing out the game isn't perfect.
Back in the day when I was a kid it was a flat line about a centimetre long trying to combat a square ball bounced across a TV screen.
