Disable your CPU's Integrated Graphics.
Did this, no help unfortunately.
Also set power saving settings to favor performance in nvidia's control panel
Set rdr.exe to high performance in display settings
Set rdr.exe to high priority in task manager
Still same issue :|
E: It feels like I'm hitting some invisible barrier in the game or something, like when I cross a certain point, the game drops from whatever fps (mostly 80+ near cities) to 60.
Like I'd be turning on a fps limiter or something, very weird imo.
In towns there are more NPCs and they're all doing something in your generated view. It takes more resources.
Have you changed APIs?

Watch the game - not the fps counter.
Windowed Borderless is smoother for many. I'm one of them.
Yeah I'm using Vulkan because it's more stable, DX12 causes crashes and no fps benefits whatsoever.
Also yeah ik, 60 is good in towns. it's simply that when you play most of the time over 80fps, 60 starts to feel like 30.
I know that towns take more resources, I'd have no issues if the gpu usage would be higher, same with cpu but the are lower than out of town and causing lower fps.

Here’s hoping for a patch, quite annoying.
Even tho my issue is nothing compared to yours.
After a clean install of the game on another SSD, I was able to find that PDO (Ped Damage Overhaul) mod was the culprit.
It seems to be a pretty common issue with this mod.
Town FPS are back to normal and so is my GPU usage.
