To expand a bit...
If you restart the game, there is no memory of previous gameplay.
You restart Chapter 1 as if you've never played before - even if you have a 1000 hours of gameplay
You must once again re-unlock and re-purchase everything, and go through the exact same missions, challenges, etc. as before.
I usually keep manual saves from just before the last mission in a given chapter - this allows me to go back to a previous chapter and finish it differently.
I also keep a manual save from the start of Chapter 2, since i spend most of my Chapter game time getting from the Start of Ch 2 to the End of Ch 2.
I do a similar thing with the Epilogue - keeping a manual save right around the time John moves off on his own.

I just restarted "Good honest Snake Oil" (early Ch 2) from a Save as John in Epilogue 1
Arthur's Clothing is Default - 3 standard "Gunslinger" outfits on Horse
The Horse is from John - fully Bonded for Arthur as it was for John - same Saddle - So, Yes !!!
Arthur never had this horse type.
The Weapon (& Ammo) selections were also from John
Satchel items seem rather wonky - no food, limited tonics maybe due to Basic Satchel
Base stats - or upgraded?
"Get 30 Headshots and maintain 80% Accuracy" won't be much fun with Rookie Stats.
If fact, it would probably be impossible.
lol - just restarted with an "End of Chapter 6" save and same details.
Keep the horse, weapons, ammo, lose some tonics due to Basic Satchel :D
Good question.
Stat Progress Bars (the Curves around the Cores) appear to be fully upgraded, matching the character from the advanced load point.
However, Deadeye is set back to default Deadeye from Early Chapter 2 (when i originally did the mission) - for example, it quit deadeye after each hit with scope, or auto marks target without scope

That would be cool - it would mean it was fully upgraded.

I think that's the "headshot/accuracy" nightmare<---you basically can't miss and one shot better kill 'em.
The headshot accuracy ones are understandable, although sometimes a bit extreme.
The ones i detest are the "timed" ones, since you basically have to make mad-dash-gallops for absolutely no reason - completely breaks immersion, thus stupid in my view. ;)
Repeater with High Velocity ammo is my go to - but i'm developing some love for the Bolt Action (5shot) with Express ammo that drops anything with a chest shot.
I completely agree - I've gotten silver on a number of missions just because I've sat there killing mobs for too long and ignoring NPCs obnoxiously hollering, "C'mon, Arthur! What's the hold-up?"
I for myself am a bit out of practice in shooters as well, so i´m about 70% accuracy in those missions with much movement without dead-eye. Could be higher if i would aim for the chest, but i automatically aim for the head and just some hats falls off or i plain miss. With dead-eye it´s probably close to 100%, but i don´t know if it counts as miss if You have e.g. two marks on someone, but he dies in the first shot. That could eventually lower Your accuracy, when painting a target with marks just for the sake of it.
I also agree on the timers, which leave no time to loot anybody, or some other goals for these gold medals, like looting everything in some house, when You can´t pick up everything, because Your inventory is full and You chose not to get that apple because You´d have to eat one when all Your bars are full, or using the gun to shoot some rope, when You used the knife. Luckily they only provide an achievement and i wouldn´t get to 100% anyway, because i don´t play online, so it´s not that hard to get over it, but a little bit. :o)
