some files like configuration settings( %APPDATA% in some folder here somewhere) and XML (your documents on games folder) files may need to be deleted before relaunching the game.
You can force to use Vulkan by typing "-force-vulkan" into Steam's Launch Options for the any game supported or not. You may also see a pop-up in Steam as you try to run the game (whether or not you did the above) asking whether or not you want to run a game using Vulkan.Sep 16, 2021

Thank you but no, it is not a Direct X issue. I never used DirectX for this game, always Vulkan and the stuttering were always present. The only fix i have found and which is really working is this mod.
There can be many things other than just that, windows settings and many other settings to disable to reduce any risk of getting banned by any file altercation.
reducing background services to free memory and processing, or even a quick access GPu control panel, outbound connections.
advanced system settings
set windows visual effects to performance
just to disable unnecessary things running in the background, utilizing more processing and interruptions.
I repeat.. this is the solution for this type of stuttering in RDR2... i tried and it really works... and i am not alone if you read all the comments for the two mods listed in the previous posts...
Or maybe go to Nexus and download the mod yourself?
