There is no 'dubbing' for other languages - only subtitles.

You can keep looking for that super hidden german voice file no one knows about but wouldn't you think by now Rockstar Games would have made it obvious to find? Not only because of easy access but because no one ever used something they probably would have paid 100.000 if not millions for? And we both know there is no german streamer or general gamer for that matter that ever uploaded a german voiced Red Dead 2 playthrough.

Devs took around 8 years with voice/mocap and they only did english. Imagine if they went with multiple other languages..
As I already said, 2 minutes later at 19:15 she starts literally talking with "the npcs", they are real people.
