Your stats can't be maxed (completed circle tanks) until you own all the Reinforced Equipment - and you can't get the bandit gear until Chapter 3. I'd love to have all the gear in Chapter 2, but the mission just isn't there to open the horsey fence and complete the Bandit challenges.
Reinforced Bandit Gunbelt, Holster, Offhand Holster and Bandolier - by Trapper.
Each Challenge Tier requires the purchase of the reinforced equipment for that tier before you actually get the Full Tank Upgrade. As you go through Bandit, for instance, you can buy a piece for completing challenges along the way. Complete the last challenge and get all the gear - the tank bar completes. <---it actually will take two Tiers for each Stat - 6 Tiers - 3 Tank Bars.

When I say I don't need a sidearm to smack down Bronte Thugs in St. Denis - I mean I casually walk up to them while they're shooting me with those useless Mausers and literally beat the crap out of them with my bare hands. Then Tea Bag 'em right there on the street.

In Story, you must complete all the Challenges and buy the equipment to finish off those tanks. It makes a big difference and that's why when Gambler 8 (or Herbalist 9, for instance) comes along, I stock up the camp, take a bath, get all dressed up in my Sunday Best and sit down at the table. I don't get up until it's done BECAUSE I WANT THAT GEAR!
With full tanks on Super Juice you can literally walk into Hangin' Dog use your sidearm as a club, beat every last one of them down, stack 'em up like cordwood and - be creative - without firing a shot. <---you do have to enter the back of the barn, climb the ladder and throw that gattling guy out the window - or something.
A Cougar can still kill ya - but you have to stand there and let him chew on ya for a while. I never actually tried to beat one of those down with my sidearm - yet.
(Note to Self: Find Cougar - Equip Sidearm - Start Swingin'...lol)
