Personally - one is plenty. <---probably one too many.
I like having one fully upgraded Cattleman (best all around sidearm in the game) - blazing rate of fire with one free hand to 'Fan' the hammer and reloads in the blink of an eye. The offhand is the cannon - LeMat. <---basically The Murfree Tool with express explosive - too much fun.
Dual Wielding doesn't do you any favors. Neither does having two of something. Just slows you down.
You hold the sidearm in one hand - the other one is free to fan the hammer for max fire rate. Even the LeMat can bark, but not as fast as that Cattleman. In a jam, the Lemat has 9 rounds - then you switch to the Cattleman. It takes too long to reload it...lol

Buy Secondary means you don't have a Secondary.
If you had two - you couldn't buy another one.
I'm only offline play, so not so bothered by maximum effectiveness. Having odd guns grates on my nerves, perhaps its an OCD thing on my part or something.
However, maybe I will just opt for a single revolver, especially if it does have the fan action ability you mention.
Drawn alone - it has a fire rate like an MG-42 (I exaggerate - a bit). The Cattleman will go toe to toe with any dam 'Pistol' in the game, has more power and range. I don't even pick up or buy Pistols. Pew-Pew machines.
Pistols are for Women and Cattle...lol
Take a Pew-Pew with you on 'The Trolley' - when R* fits you up with one - and be prepared to shoot those cops you need to shoot in the head twice.
I own a Cattleman and a LeMat.
That's it.
If it ain't in my Kit - they can't equip me with it.

The Cattleman is the ONLY sidearm in the game that can be equipped with Special Grips. The Hero Grip above is pretty easy - make to Honor Level 4. The Outlaw Grip on the other hand you'll need to work for. You need Negative Honor Level 4. It's Ebony, of course festooned with skulls and the traditional Evil Engravings.
My next playthrough I plan to get the Outlaw Grip first - then after my 'Redemption' I'll have that Hero Grip on my Secondary.
Regarding the 'Offhand' Sidearm - that's the one they see first when you kick open a door. Make a statement with a large hand-cannon and give 'em something to remember
you by. <---if you decide to let them live...

Kill 5 Non-Player Enemies shooting from the hip.
Well... I have to say I chewed up 5 of 'em pretty quick with that Cattleman.
Pull 1 (ONE) out - don't aim - put the white pip on a guy and press the mouse button as fast as you can (it fires faster than I can press it - kinda old...lol). Dead. Next. Done. .2 Bars of Gold.
I did the same with the LeMat - not even close, but it was pretty fast when 'Fanned'.
Needed to set the Schofield as my main weapon via the trunk (deselect the repeater or cattleman whatever it was), then set a second (Schofield) as the offhand.
So thanks to whoever mentioned the trunk and possibly already having a second schofield (which I think I did hence the issue in the shop)
BINGO !!!
Now that you have two - pull one (leaving a free hand), don't aim, but move the white pipper to a tree or an innocent bystander (lol) and press the fire button as fast as you can. You are Fanning the Hammer while firing from the hip (Hollywood Cowboy Style).
Now do it with the Cattleman.
it can probably fire faster than you can hit the button, but when you mark 4 heads on the porch in Rhodes in Dead Eye - they all drop like a sack of taters almost instantly - with the Cattleman.
