I had the same issue, I kept enabling HDR in windows settings but every time the Red Dead Redemption window received focus the HDR toggle would instantly get disabled.
The colors of the steam overlay appear very broken but the game seems fine now.
The hdr calibration screen is also really confusing. The results are sometimes completely different even though the settings are the same, and the rockstar logo is almost never visible. The brightness in the preview picture is often completely blown out, even though it looks fine in game.
Sometimes hdr does work and when it does, it looks so much better than sdr. Not only that, the game is much more clear during the night. Which makes this much worse because now I know what I’m missing.
