Unfortunately that's the ONLY Fix.
But not with anymore of my money.
Do what you want with your money, but this Stable/Wagon bug just started after last week's update. I expect they'll fix that in the next update - or before then.
A Solo Session is always handy, 'cause what they'll never fix is the Attack Of The Asian Hackers. So far I've not seen ANY in a Solo Session (and the Stables and Wagons work perfectly):

It's not ideal - but neither are hackers dropping artillery on me.
And its still happening. Not fixed.
Delete your Player file from:
\\Documents\Rockstar Games\Red Dead Redemption 2\Profiles\YourID#
Relaunch the game and enter RDO.
Because RDO has had this issue for a long time now; also please ensure you sell or donate any animal related items you have on your Horse before attempting to enter a Stable; for obvious reasons.
If you are in a public session and attempting to walk into a Stable; after it shows you entering give it a good 30-60 seconds or so before going to a conclusion that the game is "gone out to lunch" on you due to this bug. Sometimes I thought it was bugged when really it just took a while as there was terrible sync with the other players within the session; which does happen from time to time.
What does that have to do with the Stables?
Camp doesn't help at all in that regard.
Overall, I don't find much use for the Stables. I do all of that from the Online Catalog.
Switching horses can all be done via the L menu; along with making the callout for your Hunting or Bounty wagon when needed. Same goes for de-spawning them when finished so you can call your Horse back again.
Strange thing that i haven't personally ran into this issue but the normal process to do is to Verify Files in Steam for the game ( Just incase that for some strange reason or cause of user , running the verify will check to make sure nothing is missing & that everything was downloaded & applied properly ) when ever there is an Update or Patch to the game that changes stuff.
True things for the Horse can be bought from the Catalog , not sure about the horse customization though since i normally just go to the stable for that sofar.
