IDK , i guess i could just delete everything and just reinstall it again. I don't know any other way.

You make yours look just like that - deleting every 'Extra' file and folder in your game directory - then verify game files - and your game might work again.
Also manually delete the Rockstar Games/Red Dead Redemption 2 folder from 'Documents'.
Manually removing ALL RDR2 sources BEFORE you re-install will ensure you get a 100% Vanilla Game again.
Note: you will lose settings and saves - but that's the way it goes. <--- if you try what I suggested first - only remove extra files and folders in the game directory-then verify game files - you might be able to 'Fix' this thing without a 'total wipe'.
Doing this will delete your local save files and reset all of your graphics settings so avoid doing this if you want to keep those.
Deleting the steam files is enough to remove the mods/scripthook.
Considering the OP doesn't know what mods and tools were installed, the clean installation (by deleting steam files) is probably the best plan. There can be a number of additional oddly named files that could cause issues if not deleted.
I would dread reinstalling with my current internet speeds, but if it has to be done it has to be done I suppose.
'Verify Game Files' only makes sure you have all the Vanilla Game Files. It doesn't remove extra files/folders that may be in the game directory - so even if you delete some game files by accident or design - you'll get those back when you 'Verify'. <---that'll be 'cheaper' than a full install, at least.
