Report a translation problem
it changes every now and then, and Sometimes the door(s) can be opened again.
so far i know of 3 locations where this can happen:
* Rhodes parlor house > back right room (same as you).
* Valentine hotel > the room furthest in the back, downstairs i believe.
but it could have been the upstairs front room aswell, not 100% sure.
* Strawberry lodge > room straight ahead when going upstairs.
(designed to distract you from being hit by artillery - or something even more heinous)
I'd make a save right outside the door - load that one and check the door a few (dozen) times to see if it ever opens. <---then try to glitch your way in - like everybody else does (some succeed even).
