Here's what rings the loudest Good Guy Bells:
Donate $20-$22 at the Donation Box in Camp (more doesn't give more Honor, so no need to waste it, but you can Donate $20-$22 as many times as you like).
Bring 3 Whole Animals back to Pearson - any condition, but they have to be whole and fish work as well. You can do that as many times as you like also. If you can't put a Deer on the trunk and 2 rabbits on each side - you're not doing something right. You can probably trample those on the way back to camp - from just about anywhere.
Those Bounty Missions give some - not really sure how much and there aren't very many of them.
As far as I can tell those are the two biggest honor boosters in the game. The other stuff just gives a little back (like camp chores) - and you have to be on your best behavior 'cause it's easier to be bad than it is to be good - unless you're in Chapter 6 wherein you get 1.5x Honor multiplier. You can basically go from Al Capone to Little Orphan Annie overnight.

What Chapter?
If you're not in Chapter 6 - it's hard.
You have to keep hammering away at it.
Verify Game Files - just in case.

I like to get The Dewberry Creek Outfit (+Honor 3.5 required) ASAP in Chapter 2 - and it's hard, Man.
I also like to get these ASAP (+Honor 4.5 required) and it's dam near impossible until at least Chapter 3:

... or I'll say I've not gotten them in Chapter 2 - yet. Soon into 3 - if I'm a very good boah (I mean you can't spit on the sidewalk - you have to be an Angel - with wings - and a Cell Phone that goes Direct To Jesus).
Is that just a skin for the cattleman or a new weapon? Either way it's pretty.
It's the Hero Grips you can have put on your Cattlemans at the Gunsmith's when you reach +Honor 4.5.
If you'd have known... -Honor 4.5 earns you the Bandit Grips (not shown). Ebony, of course with a Skull Motif.
Next playthrough I'm going for the Bandit Grip first (since it's easy to go that way) - then get a Hero Grip on the other Cattleman after my 'Redemption'. I don't expect to get those in Chapter 3 after that - it'll probably Chapter 6. It's a LONG ROAD from Heathen to Saint - as you know.

Honor is capped until much later in the game, so stop spending any effort trying to max it out...
In the end, it doesn't matter - you will still receive all the exact same choices along the way.
Meaning that the honor does not control your options - your choices do.
Seems to me he was playing the game the way he wanted - he just wasn't playing the game the way YOU wanted.
Honor is NOT capped until later in the game.
It's just harder to get.
I'm in Chapter 4 and I have the Hero Grips and have had them since Chapter 3.
I know why you think it's capped.
'Cause it's hard to Honor up and get the Grips before Chapter 6.
That's why some people like doing it.... for the challenge.
Go use some poison arrows on something.
Do something you're good at.

That's Shady Belle - in case you don't know and yep - looky there... Hero Grips on my Cattleman. They've been on it since Chapter 3.

Honor Level of 4 is high enough to get the "Honor Grips".
Honor level is capped at 8 until Chapter 6.
i "think" this becuz it's referenced in every on-line description of the RDR2 Honor system.
As to why you don't think it's capped ??? Well, by your own account you've been using a cheat mod so long that you can't seem to remember what the vanilla game is like.
But you probably couldn't play without the cheats.

I choose to spawn myself two great horses.
I choose not to play with Automark Dead Eye.
I choose not to crash my horse into people I want to speak to.

Getting the Dewberry Creek Outfit in Chapter 2 is difficult.
Getting the Grips in Chapter 3 is difficult.
I choose to earn those things exactly the way they work in Vanilla.
You believe what you want to.
If its anything like the online mode then just brush and feed your horse and your honor will skyrocket.
It's not like that at all.
You EARN your +Honor a little at a time.
It's hard to get it moving in a positive direction and keep it going that way.
Until Chapter 6 then they basically give it to you on a platter.
