It's also annoying Online<---where wild horses are pretty much useless, worthless, and will get you killed 'cause you go into 'Auto-Tame' mode when near one...
Its like sometimes you cannot interact with your horse unless you holster/lower your firearms, and the game turn you into that non-combat state when you fall over. I can't believe they leave this in the game. I am using mods that getting hits could cause ragdoll and I barely escaped last time this happened to me... I don't want to lose my stuff because I press the wrong button. dam nit R*
You do need to be unarmed to give commands to nearby horse. That's one of the reasons I found and remapped the 'Holster' key<---instantly puts away any weapon you're actively holding.
Generally speaking - the 'auto horse thing' is annoying. You'll work around it, get used to it or it'll get you killed if you don't<---and it will occasionally no matter what you do.
Do This:
Save More Often.
Know it's gonna happen, 'cause it's gonna happen.

Else the problem perhaps exists, but You should avoid to be knocked off the horse in the first place. There will be more similar things like this. The controls are messed up. Plain and simple. I´m unsure if i´ve played a game with that many unnecessary button clicks or that inconsistent controls before.
What? You secretly hate the game? We all understood it now....
You can´t give commands to the horse, except for whistling, which means following - and staying there - which both works with a weapon, but just within a certain range. So there would have been no need to remap the button for it. I´d rather remap it, so that You don´t accidentally pick up a weapon instead of holstering it, because You can´t just drop weapons - or that You don´t open the weapon wheel for a short time instead of either drawing, or holstering a weapon. But i guess picking up and holstering are the same function, no? Because You need 3 different buttons to pick something up, depending if it´s something to throw over Your shoulder, something which You can just pick up, something like a card, or something like a weapon. Just one separate pick-up button would be too much to ask for i guess.

If you did you'd have experienced a situation wherein a Cougar was charging at a distance of about 20 yards and a wild horse is just in the view. The next thing that usually happens is 'Auto-Tame' kicks in - instead of the preferred 'Aim/Dead Eye/Mark' action that results in a Dead Cougar. While you're trying to avoid the 'Auto-Tame', the Cougar has closed the distance, the horse runs off and you are eaten.

You also don't know the difference between annoyed by something and hating something (BTW: I'm not 'annoyed' by you)
Erm - that was exactly the first sentence i wrote in the same post - I just said that aiming and lock-on is the same button. which leads to everything You described in Your example.
What You need to do is to be thrown off the horse and kill the cougar nonetheless with a bow after it. He dies while jumping at You. But You probably wouldn´t know that. ;o)
Expert "Hunter", I see.
Well - I do kill many after they take a swipe at my horse and I'm suddenly on foot (The Roanoke Ridge Cougar - particularly), but no - that's not how I normally 'Hunt' Cougars. I'm also eaten on a regular basis, 'cause I'm "Hunting" most of the time and S#&t Happens.
I go for the "Hunting" method - wherein I know, or at least expect The Roanoke Ridge Cougar to show up unexpectedly. Typically I like seeing him before he creates a lot of Drama for me and my horse.
for me, when this happen i release and click the button again but be sure to look away from the horse.
