Unable to create a social club account. Apparently can't play the game without it.
So I'm already annoyed that I need to sign up for an online service to play a singleplayer game. But whatever, fine.

Except that I can't sign up for the social club. After inputting my email, creating a nickname and password, I click 'next'.

I correctly identify a frog picture to prove I'm human, but then it just takes me back to the email and nickname and password screen, instead of going forward to letting me make an account.

I have restarted, I have re-downloaded and deleted the social club files, but still no joy.

Is there a solution, or should I be filing for a refund?

is your password too weak?
Do you already have an account?
Did you give Social Club a Clean Pass - firewall - virus protection - VPN?

Does it seem like you're signed in?
What's your username - if signed in (upper left).

May seem dumb, but I created an account years ago - and forgot all about it - had to use that one. <---luckily I could still re-create the email account - then sign in - then change it.

So I've learned that apparently I already have an account, which is why I can't make another. But my other account was when I played GTA, and logged in with Steam. Which I can't do for RDR.

Yes you can. I do.

I think maybe you uninstall the launcher, then start the game from Steam - launcher should install and log you in. I think.

Sign in at Social Club and make sure Steam and RDR 2 are associated with your account. Then do the above - I think.

I didn't create anything but my Steam account. Either one. Online or single player.

As JUICEWSA has said, if you have an existing account, the RSG server will recognize it. I had the same issue - it would not allow me to sign up because my email was already logged on their server as being associated with an account, even if it was unused at that time. As soon as I got back my login details the RSG launcher worked just fine.

It is entirely possible that you created a RSG account for another of their games ages ago and forgot all about it. So, here is my suggestion, somehow contact RSG. Normally this means using an existing RSG account to contact them, which under the circumstances is weird ... but if you can contact them, try doing so at: https://support.rockstargames.com/categories/115001624507?step=7364346d and ask them to remove an existing account or to amend it.

The alternative is to put in your email on their social club site and say that you have lost your password and hopefully they will send out a reminder or a reset option. Good luck.
