Here is likely where your problem lies.
Verifying Game Files only verifies the files the game uses - it doesn't delete any files that aren't game files.
Uninstall the game.
Seek and Destroy - Manually - ANY folder or file associated with RDR2 - and they'll be in several places.
When you have cleansed the AO of all RDR2 material - reinstall the game - from steam.
Give RDR2 and it's Launcher a Clean Pass in your firewall and virus protection.
Disable your VPN if applicable (couldn't hurt for now) - or give RDR2, Steam and The Launcher a Clean Pass through a Split Tunnel.
Being proved to be using hacks or mods within the online community is immediate grounds for an account suspension or termination because of the players (mainly chinese, russian and korean) who use them predominately to grief others.

I don't have any mods installed at the moment.
1 - completly shut down steam application
2- go to catalog with game (folder)
3-start the game using "playRDR2.exe"
4-launcher will ask steam to open the game
5- u should be able to play the normaly
