Maybe messing with a Trainer and checking out if there's any difference in files would be definitely helpful. However they definitely broke modding with this patch too. Old files are fortunately available online if you search for them, Rockstar needs to stop doing this lol.

The update was to defend against Modders. Many of the mod programs no longer work

No, it wasn't.
There was one Exploit (Invite Exploit) that was addressed.
The rest were standard security updates - having nothing to do with Hackers, Menu Kiddies or Cheaters in any way.
