It's hard to say what may be your problem.
Try to use MSI Afterburner and check CPU Usages as well as Temperature.
Also.. make sure you have inserted the card properly. Use GPU-Z stress test to find out. Make sure it's PCIE X16 3.0 or 4.0 based on your Motherboard.
11,5GB of VRAM and 17GB of conventional RAM is pretty high.

I upgraded from an rx480 card and that seemed to run red dead 2 better than the 3060ti for some reason, ive even got more ram now and still worse performance its really bugging me
i have a rtx3070 i do all on ultra and not use the memory demanding msaa but do use dlss. works perfect and looks amazing.
I run Ultra (Textures High+ even with only 4GB) on a 290X... whatever your issue is, it's not the GPU... especially not a 3060.
