Honestly I would just try the clean install without safe mode first. If that doesn't work then try the uninstall/clean install method with "safe mode" (If you are getting a message that says your drivers are already up to date). Then if that doesn't solve your issue, you can try rolling back to a previous driver version. Do that as a last option because it may be a pain in the ass (Depends. I'm not sure because I haven't had to do it for a long time but sometimes you have to find the correct driver and download it from Nvidia or a third party website and it can be a hassle). Especially if you don't remember the driver version you were previously using and you're worried about potential malware.
Another thing, when you installed your new drivers it may have changed your drivers graphics settings to different values (some settings may have been reverted to "high quality" when they were previously set on "high performance" for example). Research your driver settings to find out what is best for Read Dead Redemption 2 and your system and see if you can get performance back.
You didn't specify what drivers you updated. You can use the safe mode method for any driver just make sure you uninstall the bad drivers first (while you are in safe mode) so that you can start fresh and avoid driver conflicts. You just wont be able to use Nvidias "Clean installation".
You said something about using "Balanced quality". If you are talking about the settings in RDR2, Rockstar adds new settings with updates from time to time (such as "Tree Tessellation") and one of these settings might be killing your fps. Tree Tessellation in particular has the potential to destroy fps because there are a lot of trees in the game (it depends on the graphics card though). Rockstar may have also changed the "Balanced" settings to different settings over time. It's best to learn what each graphics setting does and how it effects your system and then tailoring them to your system specs yourself. This knowledge will carry with you across all PC games in some shape or form forever once you learn it.

Folks poke fun at laptops because they are notorious at under-performing an equivalent PC - for example, many vendors use customized throttling to control over-heating, among other things.
But, if that's what you've got - make the best of it.
