Ain't it funny how most games have far better textures than this garbage and even last gen console games have better texture quality than this.
Get a new video card and stop running the game on low settings.
It's night and day.
Check resolution scale near the bottom of the settings page, make sure it is OFF. I assume you already did, but make sure the resolution size setting (near the top) is set to 1920x1080, and also try switching back and forth between full screen and windowed fullscreen.
I have also heard of the game bugging out and rendering near stuff like its far away (less detail), but I mostly hear this when zooming in with a scope or binoculars. I believe a reinstall or game files verification fixes that.
