update drivers maybe?
the last update ruined the game
The check list following the un-check of possible related issues based on the list you need to created for your system build, windows system file corruption, cloud file corruption,

unnecessary background applications running, manage unnecessary start-up programs not related to your main systems function. Mange your page file and set it to performance very simple and can speed you system and reduce the chance of crashing during game play.
(windows privacy settings)turn every thing that violates your privacy off)

(never delete page file system can crash and reinstalling windows is not fun or using command prompt to re-enable it is a pain, that is if you can boot your system in safe-mode)

-make sure your Direct-x run-libaries are not corrupted or other drivers related, make your way to programs and repair oldest to newest, or reinstall ones that can not be repaired.
Run-disk
clean up
When you install new drivers make sure to perform clean install and set back to factory settings, so you have less old file conflicts, if you don't, your going to need a old driver package clean-up tool or manually delete the file conflicts if their are some.

Windows SDK kit is always good to have installed, some games run poorly or do not run with not having it, because of the script readers and other assets in the added update that was not forced for all windows users, because of the tools that allow people to create app's.

Perform SFC SCAN to repair windows system file corruption, once you start it leave your computer alone until its done, then reboot, how to guide in link below

I had to reset my firewall to default settings and only allow so many games and applications access through The FireWall, and or disable as many application running in the background sending data or running,
turn off anything you can do to reduce your hardware from using memory or processing power for your gaming.

I turned a lot of windows features off like multi tasking, tablet modes, remembering windows tasks,
that can just consume more VRAM over time, and prevent the user from using the memory for processing

When I see that, something doesn't compute.

And it's definitely not the fault of the developer.

Glad you fixed it.

Yeah, a little context would be nice.

I can't run the game at 60fps on my new (better) computer without lowering my graphics to medium. I've changed to Direct 12 but nothing.

- Core(TM) i7-11700
- RTX 2060 SUPER
- 16gb RAM
- 2k monitor

Im getting 45-58 fps at the same settings I had on my old rig?

... and I'm getting 68 Buttery Smooth fps on a near potato with many settings on High/Ultra.

I turned Shadows to low and Tree Tessellation off - those were the big ones, then bumped a few down here and there until I got the fps up - and can't really see that much difference in the quality.

AMD FX-8350
AMD RX-570

The difference even from Med to High is so obvious and I doubt with FX-8350+RX570 with many setting High/Ultra can get 68fps buttery smooth. Even an i7-4790/1060 6gb had a hard time struggling to run above 45 fps with mostly low+med/ only texture high setting.

1080, of course:

... and this is pretty much what I see all the time, but R*s photo system leaves much to be desired... The Game looks better than the screenshots I can grab:

I suppose it could be better - but so could my equipment, so ... I'm happy with it.
Every game I have says it's 'Marginal', but it keeps performing about like that for all of them, so upgrading right now (in these COVID Times) isn't so much of a priority... is it?

For instance, I can see there's some Burdock Root over on the other bank without Eagle Eye and I can also see I better not wade over there to get it lest I be swept away for a while - so that's good enough...lol

You know what is much better, an fps visible in the screen shot and settings, but, yeah 1080p is far far easier to run.
