-make sure your Direct-x run-libaries are not corrupted or other drivers related, make your way to programs and repair oldest to newest, or reinstall ones that can not be repaired.

When you install new drivers make sure to perform clean install and set back to factory settings, so you have less old file conflicts, if you don't, your going to need a old driver package clean-up tool or manually delete the file conflicts if their are some.

Windows SDK kit is always good to have installed, some games run poorly or do not run with not having it, because of the script readers and other assets in the added update that was not forced for all windows users, because of the tools that allow people to create app's.

I had to reset my firewall to default settings and only allow so many games and applications access through The FireWall, and or disable as many application running in the background sending data or running,
turn off anything you can do to reduce your hardware from using memory or processing power for your gaming.
I turned a lot of windows features off like multi tasking, tablet modes, remembering windows tasks,
that can just consume more VRAM over time, and prevent the user from using the memory for processing

I can't run the game at 60fps on my new (better) computer without lowering my graphics to medium. I've changed to Direct 12 but nothing.
- Core(TM) i7-11700
- RTX 2060 SUPER
- 16gb RAM
- 2k monitor
Im getting 45-58 fps at the same settings I had on my old rig?
I turned Shadows to low and Tree Tessellation off - those were the big ones, then bumped a few down here and there until I got the fps up - and can't really see that much difference in the quality.

I suppose it could be better - but so could my equipment, so ... I'm happy with it.
Every game I have says it's 'Marginal', but it keeps performing about like that for all of them, so upgrading right now (in these COVID Times) isn't so much of a priority... is it?
For instance, I can see there's some Burdock Root over on the other bank without Eagle Eye and I can also see I better not wade over there to get it lest I be swept away for a while - so that's good enough...lol
