Seems like a good deal to me.
Why don't you just kill enough Police/Lawmen in every town to rack up Wanted Dead or Alive so the whole map looks like Blackwater then hang out around Police Stations. The game will be an endless gunfight... isn't that what you want?
Go for the Pure Evil Achievement. Sounds like that's right up your alley.
I play another way.
I walk when I'm in crowded towns.
I don't start fights in St. Denis. <---if you fart - you're wanted - period.
When I'm spoiling for a fight - or haven't looted anyone in 10 minutes - I ride to:
Hanging Dog Ranch
Six Point Cabin
Shady Belle
The Murfree Cave
etc.
There's a gang hideout near you - no matter where you are.
There are about 20 legitimate enemies there more than willing to mix it up anytime you show up leaving a looting paradise and nobody cares - so no wanted levels or bounties. If 20 isn't enough, kill 'em all but one and ride off until the red goes off your mini-map and they'll all have respawned. You can farm violence to your heart's content - guilt free killing spree.
I go for the Pearl Hero Grips on my Cattlemans. <---fill the honor bar
You could go for the Satin Squad Ebony Grips on yours. <---tank the honor bar
I mean a goal is important. Pick one and go for it. Be the best you can be..lol
That is hardly itching for a killing spree.
I don't go there unless it cannot be avoided, the place is hyper paranoid.
I'm actually trying to see if I can get the Hero Grips B4 Chapter 6. It's gonna be tough. I'm gonna have to be on my best behavior, but I still have all those bounty missions - offset by Stage Robberies - I gotta play my cards just right here...lol
It is what it is, and the Bounty System needed patched/tweaked/whatever long ago, my guess, never going to happen, it is why my Arthur is who he is, the Grim Reaper.
I just found out, on my 4th playthru - if you take 3 complete animals to Pearson you get an honor boost. Just like when you Donate Money to the camp funds ($22=Big Boost), or do Chores.
Every time I go back to camp, I have one 3 star buck/pronghorn and 2 3* Turkeys, Ducks, Geese, Rabbits, etc hanging on the side. I keep fishing enough to keep 3 of a species to donate, if I don't have anything else.
I'm gonna Ring that Honor Bell every time I can. Let's see if I can make it happen...lol
I wasn't upset at the situation it was just odd to witness. I have experienced more weird and buggy situations that are actually frustrating, this was just funny enough that I thought it was worth sharing.
This isn't true though, people will report you to the law if they see you messing with any bodies at all, no matter which gang they might belong to, the hideouts tend to be away from roads so you never really get seen there, but if you are seen looting or picking up any corpses by strangers they will most certainly get the law on you for it.

I have shot 2 in the head, right there by the gallows in Valentine when I beat down one, then the other 2 pulled on me. It was a Wham, Blam, Blam, Thank You, Ma'am, and 3 lootings - nobody said a word. The Sherriff was standing right there and watched the whole thing. In fact I got an honor boost for that one, 'cause those 3 were strong arming another citizen for money that seemed quite criminal in nature to me.
I think a lot of the problem people are having with the citizenry is - with low honor you're gonna get reported for everything. With high honor a beat down (or a headshot in self defense) and a looting is hardly anything to report a 'Hero' over...lol
My Honor always hovers around +75%. In Chapter 6 you get 1.5 for honorable actions and mine is slammed up against the pin - I can get those Hero Grips with ease after a couple of hours in Chapter 6. Right now in Chapter 3 I've got mine at about 80-85%. I'm just trying hard to not do anything Dishonorable and the +honor seems to keep trickling in.
I'll bet all these reports of a Busted Honor System comes from people with 50%, or below.

I don't find any serious problems with the honor system. I try not to be dishonorable, and most everything else is rewarded by an honor boost. There's more + than - to be had pretty easily.
Was that during a quest or something? I have been reported by strangers while looting the bodies of Del Lobos who attacked me on the road, same with looting Murfrees and with stuff like moving bodies (or even just leaving bodies, random people see the body and report it), usually it is easy enough to get away without a bounty, but it still happens pretty frequently.
I don't pay a lot of attention to my honour though so it could be related to that, I turn off a lot of that UI noise for the sake of immersion, it is probably on the low side, but this was a lesson I learned early on when my honour was surely not too bad, so i don't know.
No, I had been SW of town all night picking herb, and headed back up to the Stable to switch horses and take a bath. I was leaving by the Butcher and saw the ruckus near the gallows and decided to stop by to give a beat down. One unconscious, two dead and looted - not a peep...lol

Ah, I guess that is a scripted event though, so the game might have relaxed the bounty/wanted system specifically for the events of that situation.
When it comes to random passers by out in the middle of nowhere (after an ambush dies down), I wonder if it is the same, for me it seems like every time they take off as a witness. Sometimes I stay to move bodies into a pile or whatnot, but even just when looting them in my experience. Might be worth testing it, head to a hideout, grab one of the bodies, take it away to a busy road section and see if the first person to pass by goes to report you. You don't have to of course, I would just be curious if it is honour related.
I did the Strawberry Bank Stage Robbery with Micah and I usually rack up quite the Bounty. I was going to save it for Bandit (whatever) and use it to get the $250 in one state, but I had done that already by accident.
I wanted to see if I could get a low bounty in the mission, so when it was over I resisted the STRONG urge to loot anybody, I just left the way we came. Nobody came along to witness, I got no bounty at all. Frankly I was amazed.
Then I went and took out Hanging Dog to get my looting fix. I loot 'em on site - I don't carry them anywhere to loot them in public..lol
I don't loot Strangers that haven't fired at me and become enemies. When I waste Murfrees looting tourists, I loot the Murfrees, but don't touch the Strangers <---that's a huge honor loss.
