Cougars are the best.
The younger ones don't have enough life experience, money, or intelligence.

Start at Deer Cottage - Apply Cover Scent.
Ride North to the field of play.
Put Potent Predator Bait in the Red Circle.
Run back to Green Rock.
Kill Cougar with regular arrow.
Repeat for as many Cougars as you need.
Note:
Predators won't spawn if a campfire is in the area. If there is, it's probably Murfrees looting some tourists. Kill 'em. Start again.
Note 2:
You may not have to save and reload at Deer, just ride back to Deer and reset the spawn. If a Cougar doesn't show up, ride back to Deer, save, load, and go again.
I started a new playthru a few days ago and needed 5 with a bow for the challenge. When I was done - in an hour or so - there were 5 Cougar Carcasses (4 perfect), 3 Black Bears (1 perfect) and a perfect Wolf in that red circle.
I got ate once - when a Cougar showed up at Deer, right as I loaded in from a save... Well... wasn't much I could do. I was putting cover scent on as the horse tossed me to the ground, unarmed... standing there with my cover scent out...lol
Normally, I don't kill Black Bears unless I need the pelt, but they were getting in my way this time - they just complicate things so I'm eating those.
