The issue seems to be a race condition bug in RDR2.exe. Tends to appear more often with newer CPU's ie. an i7 12th Gen Intel CPU reproduces this quite often. Can be fixed by creating artificial load for the CPU.

This problem started to occur 3 days ago. At first it was once ever 2-3 game runs but now I cannot start the game anymore.

What I've tried so far, together with Rockstar support:

1. Reinstall Steam + reinstall RDR2 (also in another drive)
2. Reinstall Rockstar Games Launcher + Social Club (also in another drive)
3. Complete removal of C:\Users\<Account>\Documents\Rockstar Games

Nothing seems to actually work. If the game launches it's "luck" ie. we didn't discover the true cause of this.
When I open the Rockstar Games Launcher I'm prompted by "Play on Steam" for Red Dead Online - so the game seems to be correctly detected.

on your desktop, right click the clock/time in your task bar,
adjust date/time options > turn automatic settings to on, and synchronize.

I also received a dozens of "solutions" from rockstar support technicians.
Most problably in case of Sasha the game simply worked by luck and not because of the time change.
Nevertheless, my time was already on automatic. I synced, restarted the pc, started rdr2 again, same problem.

This is a sporadic issue so the solution must somehow address this.
I'm willing to bet it's related to the server side.

I purchased the game from the RockStar store, so I use their launcher and RDR 2 worked fine up until I upgraded my computer. I recently upgraded my motherboard and CPU and have the same problem using their Rock Star launcher. I contacted their support via chat and they didn't fix the issue. All they did was get me to delete files, reinstall game and then told me I needed to reinstall windows 10, which I had just done due to getting another motherboard.

Rock Star support must be aware of this problem, so why do they make people do all these things to their computers? I had just spent most of the day reinstalling windows and applications when they suggested I reinstall windows to fix the game. The problem is at their end not on my computer.

Thanks for posting, but that isn't the same problem the OP is referring to. This problem occurs when you try to launch the game. We can go through the intro of the game and just before you get to the screen that allows you to pick story mode etc, it then reads: "Your not entitled to Red dead redemption 2, please check your internet and restart the game". Mine internet is fine, I've checked it. The problem is at RockStars end and they will not address it by the looks of things.

When you say it fixed it for you. Are you referring to the same problem the OP and myself are having, or did you have the same error as the YouTube video?

@Jakabee7 this is exactly what I did. I updated to Alder Lake and I reinstalled Windows on a new gen4 ssd.
After I reinstalled RDR2 it first worked and I was very happy to see that even without changing my graphics card (rtx 2080 super) I got like 20 fps plus and no more stuttering in cities.
This happyness was short however as the second time I tried to open the game it resulted in this activation error I've been struggling with.

The Rockstar support technicians have no clue what's going on and are not interested a bit in actually understanding what the issue is. They have this huge list of common fixes which they blindly follow.

The last message I got from them was: "Your case has been escalated to the proper department for further review. Please note, cases are addressed in the order they are received. We appreciate your patience".

@mihaisterpu - Their support is not good with helping with this issue and they must know about this problem. My case has also been escalated, but when I search the web this problem goes back months and I haven't seen anyone that's posted a fix for it. I take it this is what your error looks like in the link (below), correct?

Edit: I just want to add that I am able to play sometimes, but it's pot luck if the game gets all the way to the story mode screen. I have to keep trying to launch the game like 5 to 15 times before it eventually lets me in. Please post back if they give you a fix and I'll do the same when I find one.

I have seen this kind of problem before(game doesn't react when you press play)
which solved by reinstalling intel hd(or uhd)graphics driver

last hope is reinstalling windows

Then it has to be a memory and processing related issue, when trying to run the game with minimal hardware requirements. The Simple thing if you or anyone does not provide the error code or information behind the issue, not many technicians can guess what will solve the problem, being straight forward with how you tried to solve it, Current drivers installed, hardware information, or any file tampering or permission changes, if the games configuration launch settings keeps going to integrated GPU your going to not be-able to play unless you delete the settings files in documents and re-boot your computer into Bio's settings disable onboard GPu, and make sure in device manager disable integrated gpu as-well, re-verify the game files.

I'll try some of your suggestions you've listed thanks. My system more than meets the specs though. I have a i7 12700k, 32 Gig DDR 5 ram, Asus strix F gaming motherboard and Geforce 2080 ti. The error occurs not as a pop up error, but one that the game developers have put in the game because it's part of the game screen and tells you to contact their support. That's why they should know what the error is indicating, but their support doesn't know, which I find very odd.

I have also reinstalled windows twice and the game 4 times, so it should have cleared any runtime errors been at fault.

Quite interesting, have you tried on a older build, I hope your not trying it with windows 11.

No, I'm not on windows 11, I'm on windows 10 pro. The people who seems to be getting this problem are ones that already own the game. They then do something like update their hardware or do something as simple as reinstall windows and then this problem starts. That's the information I have gathered from searching the web about the problem. I also haven't found any fix for it either.

I answer here, my problem was the same as that of the video but I also had the launcher not to install, so I did the same by being the setup of rockstar and bingo everything is arranged so I said to myself that maybe the others could have the arranger with this solution.
If you are completely Rockstar and you do this solution maybe all your worries will go away^^

So it turns out (support clarified this) that this is a protection mechanism to prevent account sharing.
Basically from Rockstar's point of view there is NO difference between:
- me buying a new PC
- me giving my account credentials to a friend so he can also play free of charge

As it turns out, I shouldn't even be able to play it, the few chances I get to successfully open the game being bugs of this mechanism.

So that's it: you are entitled to a license only for your current PC, need to buy another one if you upgrade your CPU+motherboard.
