Report a translation problem
could be that certain Parts of the game/port can't be accessed with a controller,
for rdr2 that could be the use of typing in social club for example (but this is just a guess from my side),
cause for consoles that would use a different overlay and typing mechanic for stuff like that.
or it could mean that certain controllers besides some mainstream ones aren't supported.
but yeah as you've probably read aswell: xbox controllers (one/elite/wireless etc), ps4 controllers, steam controllers and logitech etc are supported to play the game.
there could be some issues ofc, like i've read that if you enable controllers with steam's big screen mode settings, that the game will not recognize your controller for the game properly.
but there are work arounds for that.
there's plenty of free programs aswell that can mimic any controllers,
just takes a bit of research.
and if a game really isn't to your liking cause of lack of controller support,
then remember to not play longer then 2 hours or 14 days after purchase,
cause then you can just request a refund.

More like developers themselves get confused with this and pick whatever is on their mind.
Like with a ds4 that is fully supported for this game, controller support through steam is for using a ds4 on games that don't support it. It does that by converting it to xinput (the xbox controller language), so you'll get xbox prompts in game. Turning it off in Steam will let the game read the controller natively and give you playstation prompts.

but it will take a bit of tinkering.
Partial often means full support. Partial often is means one button on certain controller doesn't work, or just dual-shock vibration, missing or inaccurate or missing controller glyphs; need oof a key board for the launcher or overlay.
For me Red Dead 2 works perfect with a controller.
I have played game with fully controller support were all my controllers or some controllers didn't work....
