don't the dead eye mechanics change as you progress?
first it's auto targetting (to plant a X on the targets),
later on you have to Tag it yourself with a button while in dead eye.
take a look at your controls what the tag button is,
i don't know the default cause i change my keybinds aswell.

It doesn't work with open sights - like on sidearm and shotgun?
I just checked - it does work with open sights. The Springfield will mark a single target in open sights. In Scoped view Deadeye just stays on as you shoot.
I can confirm, no Deadeye marking with any weapon in scoped view, but for non-single shot weapons Deadeye will remain active as you free-aim and shoot - I guess until you run out of clip ammo - which with the Springfield would be 1.
Tested it myself with a rolling block. You can just keep going with a singleshot and a scope.
Maybe you have a crappy save file?
