Central Union Railroad Camp - Event Area

In the 2nd encounter, I have to bring back the property deed to the camp. I read that the event area will be stuck in the 2nd encounter if I keep this document. Does anyone know whether it will be stuck there forever or it will be finished in the epilogue?

I'm on my third playthrough and found that encounter (don't know how I missed it the other two times...). I disarmed the dueler and took the deed back to the foreman (the guy drops a nice Cattleman, if you need one). They're right there at the trapper so I was able to see they were making gobs of progress. A week or two of ingame time and they're done!

I talked to the foreman when I could see they were almost done and he gave me all the extra supplies they had - a tonic or two, some food and ammo... not much really.

The track is laid, but no trains are on it. I guess they don't run until the epilogue - when the track is completed whether you help them or not. Might as well help 'em out.
