The Game ended in Chapter 6.
It feels like the game is over in the Epilogue, because it is.
Yes, R* thought everyone would be happy grinding through all the stuff Arthur couldn't do - driving John around after the game ends - but most folks KNOW the game ended and want to take care of as much of the game as possible with THE HERO - not with his stand in.
When I get to the Epilogue - John has to tie up a few loose ends - but it only takes a few rides and it's all done. I'm free to start over with THE HERO.
