Is there a way to fix the TAA/DLSS blur
without using resolution scaling? It's driving me mad and is the reason why I've been playing the game without any AA whatsoever (which is also horrible but in a different way, more tolerable for me at least).

You can try raising your TAA sharpening settings to something like 27 (which is a little less than half the bar I think you can just put the bar to 0 and then hit the right arrow on the keyboard 27 times). It really depends on the system tho. I raised mine and it seemed to help. I think the best solution though is to use 2x MSAA instead and turn TAA off and just drop some settings to get a little more VRAM. There are a lot of settings in RDR2 that you can drop and get large fps gains for a minimal change in visual quality such as reflection quality, water quality, and volumetrics. Near and far volumetrics don't change much in the game by setting them to medium or even low. Particle lighting quality can be dropped usually and lighting quality set to medium rather than ultra gives a 40 percent fps gain at night. Grass shadows can be dropped. Water refraction at medium is pretty much the same as high. I think motion blur is pointless myself. I feel like it actually degrades quality. You can drop down your geometry LOD and Grass LOD a little bit. The game will still look good and 2x MSAA looks better than TAA on high in my personal opinion. If your system is good just use MSAA anyway its better than TAA or FXAA. Maybe bump your resolution down a notch it should still look good. 900p and 1080p are pretty similar if you ask me.

You can also mess with the sharpening settings in your graphics driver (if available) and it may help but you have to play around with it to make it look like you want

In case you're unaware - you can't run TAA and DLSS together, so be sure to disable TAA and its sharpening before enabling DLSS, as it may look weird otherwise. Set it to quality. On my PC, there is no blur at all.
