It can stay this way for a bit after the bad stuff that Arthur has to do early in the game; as least as far as Valentine is concerned. You can do things within that town that to help lower this hostility though. Talk to people kindly, don't run into them, pulling out weapons, aiming around, or being careless with your horse and bumping people and stuff. Petting Dogs helps too believe it or not.
I suggest don't have Horse follow around a cluttered town. Tether it where available. If you need it you can call it and it wont take long for it to reach you.
But yes when you see something go down in the game among NPCs; in real life yes there is honor in helping. In this game, it usually doesn't end well. Yes some bad scripting there, as you should be able to right-fully defend yourself. But that also is a problem in the game. Where if a person didn't attack you unprovoked (if you started it, you can't blame them for becoming an enemy; and the other NPCs will see it this way to; so does THE LAW). But I've had some Pinkertons mess with me in the town, even though they pulled guns and such, I melee all of them and the Town didn't blink an eye much as I was in "the right"
