If the fish is in there - you should see it.
Throw the lure at it.
Also, look at the water surface - it'll look like there's a nuclear sub down there ready to 'Porpoise'. There's no mistaking that for anything else, but a Legendary.
Lastly - if fish is really deep - throw lure in that direction as far as you can, then give it the 'twitch', then reel like hell until the lure is closer to you, then slow back down, then stop. You should see the Sub move the water surface toward the lure - then hang on.
Casual Observation:
The developers, possibly by mistake, modeled the water and things in it quite accurately. A fisherman all my life I know that:
The Surface of moving shallow water looks like the ground beneath it.
Waves break at the beach over a sand or rock bar.
Nuclear subs in 10 feet of water - look like Nuclear Subs moving the water.
We call those - 'The Unstoppables" - you can't really catch those with Surf Gear, but you can catch 'em with a cane pole and cotton line in this game.
BTW:
When we cut off an 'Unstoppable' - we don't get the lure back (or the 100 yards of line).

In the real world, we (most/some) use Circle Hooks - pretty much a lip hook every time - and if that breaks off - well, it looks like the girl that sold you a spicy big bite at 7-11 this morning that had herself attacked by a carpet stapler - on purpose.
