Annesburg Mine alternate entrance, how?

So, there is this alternate entrance to the Annesburg mine, and it's through this hole with the ladders, I've had a few bounties here, few items to collect, came in a few times to explore, I have never ever survived going down these ladders, they are so broken I can't seem to grab them, and they are so tall you die if you don't use these cursed ladder.

walking into the ladder should normally work,
you char should turn around and grab the ladder and then climb down.

but there's a main entrance aswell right?
face the sheriff's office, or look at the gallows,
behind them is a S curved road on the left,
that leads right up to the main mine entrance.
