It certainly does not look bad at higher res maxed up.
800x600 dont look good that is old school we had in the 90s ..
You need a screen that can do atleast 1080p@144hz and then a graphic card and cpu/ram that can render and process the game in 1080p @ 80-100+ fps in ultra settings all ultra..

or this ASUS-VG278QR thous two screens are awesome at 1080..
Get a i7 or i9 and a rtx 2060 super or better.. and bum you get 100-144 fps easy in rdr2 at 1080p
1080p aint bad looking unless you play on a 32 inch or bigger screen at close range .. on a 19-24 inch it looks ok .. not the best but ok .. at 27 inch i recommend atleast 1440p or higher !
Gtx 1650 aint build for gaming .. well yes but not for games that is AAA ..
You need atleast a GTX 1060 6 gb for that as the minimum req..
The 1060 has the potential to become a hugely successful card when the DX12 is rolled out for all games ;)

with a 1650 you get what you get , be happy the game runs with reasonable fps , it is a demanding game , you should turn textures down to high , if the gpu cant load the ultra textures it's going to default to low ,
in fact all the graphics settings should be set to high med or low (lots of med)
it's a 1650 not a 3080
you might want to checkout sites like GURU 3D , in the sites forums there are discussion threads dedicated to gpu's and gpu tweaking , drivers , all kinds of good stuff

my old PC is retired from gaming and is backup storage and youtube mission walkthrough troubleshooting, game maps etc
For other games maybe is better.
