Report a translation problem
Water cooling (CPU/GPU) lets my system run @ 60C max (long term full load). RDR2 actually runs around 50C. i7 7800x 2070 RTX
I've run RDR2 on 2 rigs and didn't experience heating problems:
A 5 year old system w/ 4790K @ 4.4 ghz w/ fan cooler (Hyper 212 EVO), and a newer PC w/ 9900K w/ H100i Pro water cooler.
Both systems stay under 60 C - surprisingly, the older system w/ air cooling runs almost as cool as the liquid cooled system. :O
Might consider tucking your wires to allow more air to move around (if it's not done already). Leaving the side panel off can help for those really small cases. ;)
Again this is just temporary until I can buy a proper heatsink after the holidays.
It's quite literally no hassle to disable a cpu core in task manager. right click rd2 in details, set affinity, un-check core 5, done. Quicker and easier than a full pc wipedown if your pc is already clean and dusted.

Also a decent air cooler for the current gen intel cpu's you're gonna wanna spend $50 at least. Idk where you're finding $20 coolers that are any better than the stock intel junk one I've been complaining about. 9th gen intel cpu's run much hotter than past gens.
The old hyper 212 is much better than stock. For your low wattage chip, perfectly acceptable.
In air cooling, you got basically "good nuff" 20-40$ ones, and good ones 80-110$ ones. The ones in the middle don't really perform much better and usually just have pretty lights or something.
Yea prices vary by country, just looked and it's 26$ here atm, it'll be a lot quiter than your stock cooler for sure. The increase in price just means you're looking at prob 120$ or more for a good DRP4 or Noctua.
Had a H212 on a 3570k @4.5 and it stayed at idle speeds all the time. You can put a 2nd fan on it for better efficency, though raising cost slightly if you don't have a 2nd 120mm fan laying around.
Compared to my H100i Pro (Corsair) liquid cooler ($120), the Hyper 212 runs only a few degrees hotter under load.
For the price, it's hard to beat the Hyper 212 really, unless the case is too small/narrow and you're forced into a liquid cooler or smaller air cooler. Small air coolers generally don't do very well.
Edit: Oh, and ditch the fans that come with the 212 Evo....they're cheap and very common to quit after 6 months. But a decent fan ($15-20) won't kill the budget.
