At least I think they looks less akward than in Gta Online, probably because they act less robotics, but yeay, in 2019 it's kinda bad
It definitely was not done to "save money". Every other living character in the game is voiced and voiced well. It wouldn't have cost much in comparison to hire some male and female voice actors and have them record what few lines are required for the short online story and various freeroam voicelines (which have all of the other participating characters voiced). They just let the players' online characters be a reflection of themselves rather than giving them a pre-existing person with history and personality.
So were the characters in Saints Row, but they still spoke.
Saints row was not made by Rockstar, Saints Row 4's Co-op mode was still just the regular story missions and in Saints Row 3 Co-op is barebones at best.
It's almost like you didn't even read what they said.
Even the characters in dialogue seem weirded out that you don't talk. FFS, one of thel criticisms for the first Saints Row game was the lack of player dialogue (except for every gang's last mission), which is why Saints Row 2 and onward have it. And yet GTA and RDR2 do it and I'm not allowed to point it out? They scream and whistle, but they can't have a natural human interaction like this?

It's nothing in comparison of Arthur's voice. Not to mention Marcel's.
I ran the "waiting tutorial" (story) but couldn't continue due to it for a good part.
As some mentionned, dubbing audio is important for non-english people (we, foreigners, are used to Pierce Brosnan voice in our language).
